Brown Scapular Question

I am wearing a Brown Scapular.

For the Sabbatine privilege, I am abstaining from meat on Wednesday and Saturday in place of the Divine Office.

1. Is is OK to not fast on religious day such as Christmas and Easter?
2. How about another event such as a wedding, etc…

Can I replace the FAST by an act of charity for those occasions? Should I ask a confessor first if I do?

I have not made exceptions yet, but I expect those to be rare.
