Can a baptized Catholic marry if they haven't been confirmed?

I am asking this question on behalf of a relative who is engaged and I just found out they have not been confirmed.
 
Code of Canon Law:
Canon 1065 Catholics who have not yet received the sacrament of confirmation are to receive it before being admitted to marriage, if this can be done without grave inconvenience.
While it is not an absolute requirement it should be done if it reasonably can be.
