Can a bishop grant a nihil obstat/imprimatur to a publication in opposition to the Decrees issued by the Congregation for the Doctrine of Faith?

No, he can not, because he is then going against the teachings of the Church.

Does the CDF issue decrees a la: Do not grant this work a nihil obstat/imprimatur*?*

What happened was that both the nihil obstat and imprimatur were granted to a publication as a means of confirming the authenticity of a private revelation. Is this even possible?

No, the CDF did not try to revoke the nihil obstat and imprimatur.
