Can a bishop withhold the cup?

Can a bishop institute a policy within his diocese to not allow the use of the cup? In other words disallow the reception of Communion under both species?
 
Very likely. Only the priest must receive Communion under both species. Offering the chalice to the congregation is strictly optional.
