Can a deacon bless holy water

Can a deacon bless holy water for the church? Can this be done when there is not a baptism occuring? thank you
 
yeah, a decon is a cleric and so he can bless stuff. (Im not sure but i think amoung the clergy the only belssings that are “reserved” are certain bishop’s blessings)
 
Yes, in addition to certain other blessings, deacons may bless and distribute Sacramentals.

Lumen Gentium (29)
It is the duty of the deacon, according as it shall have been assigned to him by competent authority, to administer baptism solemnly, to be custodian and dispenser of the Eucharist, to assist at and bless marriages in the name of the Church, to bring Viaticum to the dying, to read the Sacred Scripture to the faithful, to instruct and exhort the people, to preside over the worship and prayer of the faithful, to administer sacramentals, to officiate at funeral and burial services.

There is a book called “The Book of Blessings” that covers the form of each common type of blessing and who may administer it when.

There are several that are reserved to priests, some to bishops alone and even a few that are reserved for the Holy Father.
