I’ve read several references on the Internet to deacons being able to do this, but have also seen printed materials that refer only to a priest. These may have been written before the restoration of the permanent diaconate as I suspect scapular materials don’t change much or often. Would also like to see an authoritative answer to this. Is there a Carmelite in the house?
