Can a layperson give a talk after a short homily?

Last Sunday our DRE got up after Father gave a short homily and gave a talk regarding the second collection for that day. It was a great talk but it sounded more like a homily and she finally ended with her purpose for getting up there.

I understood that laypeople should not get up at that time to give a talk, that it should be at the end of Mass before the final blessing. We have also heard from our Head of Finance at that time also. Is this okay? I told the priest that had given the homily that our DRE should have given him her talk so he could incorporate it in his homily.

As long as the priest or deacon gives the homily, shortened though it may be, a layperson can give a talk after the homily. I agree with you that such a talk is better placed after the post-Communion meditation and right before the final blessing, but some may be concerned that not as many congregants will hear the talk because of the early-birds who leave right after Communion.
