Can a married Priest with children be a Bishop?

It is proper to refer to the Eastern Catholic Churches, in the plural. Each of the Eastern Catholic Churches are a full church in their own right (not RITE>>>>LOL). The Catholic Church is a communion of CHURCHES.

So the One, Holy, Catholic, and Apostolic Church consists of the Western Catholic Churches? (plural?)and Eastern Catholic Churches? : ) Is that correct? I just don’t want to get confused with the Orthodox Churches.

I make that distinction based on the Church Fathers and based on all of the Eastern Churches that ordain married men. The consensus is that a priest cannot be married more than once in his lifetime if he is to be a priest.
