Can a non-Catholic participate in the parish council?

I was baptized and confirmed Episcopalian but have attended a Catholic church with my husband for the past year. Can I join the parish council at the Catholic church we attend?
 
As a full, voting member? It seems to me that should be a privilege of active membership in the Catholic Church, but you can check with your local diocese to see if there are any qualifications to such membership mandated by the diocese.
