Can a priest refuse to distribute the Eucharist on the tongue?

Recently, my boyfriend and I went to Mass at a church that we had never been to before. When he held out his tongue to receive the Eucharist, the priest refused to administer it to him unless he extended his hands. As I understand it, it is the choice of each individual Catholic whether they receive the Eucharist in the hand or on the tongue. Was the priest wrong in this refusal?
 
No, the priest cannot refuse to distribute communion on the tongue.
