My sponsee goes to Mass and Confession. Our deacon said she can receive absolution before being fully inititated. She was baptized as an Episcopalean. Is this correct?>
If the person in RCIA has been validly baptized, then that person is actually obliged to receive absolution before making an act of faith in the Catholic Church. So, yes such a person may go to Confession once he or she has received proper instruction and the date for entrance into the Catholic Church draws near.
