Under the current code of canon law, yes.

The impediment of affinity is currently restricted to the direct line. So, father-in-law, mother-in-law, daughters-in-law, and sons-in-law would be prohibited unless dispensed.

Under prior codes of canon law, prohibitions related to affinity have varied. Marriages to brothers-in-law and sisters-in-law (collateral line affinity) were indeed prohibited without dispensation.

For an eastern Catholic, there could be an impediment of spiritual relationship, that is where one of the parties is the godparent (or baptizer) of the other. Note that a Catholic child who has reached the age of reason and has been confirmed may be a godparent.
 
Happened in my family history. Makes the children three- quarter sibling instead of half.
