What is the verse in scripture where the man is on the road to somewhere, Egypt I think and an apostle visits him and says “what are you reading and he says how can I know what scipture means unless someone shows me?”
 
The passage you are looking for is Acts 8:27-31 and it reads as follows:

And he rose and went. And behold, an Ethiopian, a eunuch, a minister of the Candace, queen of the Ethiopians, in charge of all her treasure, had come to Jerusalem to worship and was returning; seated in his chariot, he was reading the prophet Isaiah. And the Spirit said to Philip, “Go up and join this chariot.” So Philip ran to him, and heard him reading Isaiah the prophet, and asked, “Do you understand what you are reading?”
And he said, “How can I, unless some one guides me?” And he invited Philip to come up and sit with him.
 
This passage to me points out that we need someone authorized to teach. Note the line of persons involved. The Holy Spirit acts on the Apostle who then teaches the eunuch.

Some believe that the Holy Spirit reveals the meaning of scriptures to anyone who desires to know. This passage shows that the Holy Spirit reveals Truth through those authorized by Christ to teach.

Another passage showing this is Acts 15:22-29. The apostles and presbyters basically replaced some missionaries for teaching without a mandate from them (the church authority). The things that strike me are that the church acts with unity and that they claim to be working with the authority of the Holy Spirit.

Philip ran up and heard him reading Isaiah the prophet
and said, “Do you understand what you are reading?”
31 He replied, “How can I, unless someone instructs me?”
So he invited Philip to get in and sit with him.
32 This was the scripture passage he was reading:
"Like a sheep he was led to the slaughter,
and as a lamb before its shearer is silent,
so he opened not his mouth.
