Sure. It’s done all the time. Recently San Diego’s auxiliary, Bishop Salvatore Cordileone, became the ordinary of the Diocese of Oakland (California). A couple of years ago, the ordinary of the Diocese of Charleston (South Carolina), Bishop Robert Baker, was sent to the Diocese of Birmingham (Alabama).
