Can charity to family members count as tithing?

I want to tithe. I have been finding so many worthy charities. However, my brother is now on disability, he is HIV positive and has lymphoma. So he is on a limited income now. If I donated money anonymously to his bank account, does that count for tithing? Then there is my son, who can’t find a job. Sometimes I feel like I should be giving him money instead of the church…
