Can I be engaged to someone before his annulment is granted?

I am a Catholic whose marriage has been annulled and am dating a person who is in the middle of his annulment process. Can we get engaged? Would that be scandalous in the eyes of the Church?
 
Unless and until this person’s annulment is granted – and please be aware that such a grant is not always given – the Church presumes him to be married to his first wife. In other words, that means that the Church presumes him to be a married man. A married man cannot date, much less get engaged. At this point, not only can you not accept a marriage proposal from him, you should not even be conducting a romantic relationship with him.
