Can I confess to an SSPX priest?

During the Year of Mercy in which the Holy Father has granted the faculty of absolving sins to SSPX priests, can any Catholic receive valid and licit absolution from an SSPX priest or is it only limited to those faithful who regularly attend an SSPX chapel? It seems to me that the Holy Father’s language is quite inclusive when he made known his intentions, and that the Holy Father made these priests available to any faithful. If you can clear this up for me I’d be grateful. Thank you and God bless.
 
Pope Francis Jubilee Letter:
I establish that those who during the Holy Year of Mercy approach these priests of the Fraternity of St Pius X to celebrate the Sacrament of Reconciliation shall validly and licitly receive the absolution of their sins.
SSPX priests are considered Catholic priests without faculties, in this case the Holy Father has granted confessional faculties for a limited time. Therefore *all *Catholics can validly and licitly have their sins absolved through confession to a SSPX priest. However, once the Jubilee Year ends so too does the faculty to hear confessions.
