Can I perform a Civil Wedding that is invalid?

I am a licensed Notary with the ability to perform a civil wedding… I have been asked by my son, a divorced Catholic, to marry him and his fiancée who is also divorced and a non Catholic. They both plan to apply for an annulment and she says she is planning to convert to the Catholic faith.
Can I perform the wedding even though I realize that divorce and remarriage without an annulment is a mortal sin? I believe the answer is that I cannot because I
I am technically approving of the marriage.
