Can my bishop forbid kneeling to receive communion?

Last Sunday our Pastor announced that there will be no more kneeling to receive holy communion. He stated that this came from the Archbishop. He also say that those who kneel are not welcome to this Church. I would like to know if the American Bishops forbid to kneel to receive holy communion?
