Can my non-Catholic friend become a Catholic after being divorced and remarried?

My friend Jane has told me she would like to become a Catholic. Her first husband is deceased. She married her second husband (also not a Catholic) in the United Church of Christ. They divorced after a few years and she married again in a civil ceremony I think (a non-practicing divorced Catholic) and they have been married for 17 years. Can she enter RCIA and become a Catholic?
