Can Non-Catholics read at a Funeral Mass?

We are preparing my mother’s funeral Mass and my brother would like to present the 1st or 2nd reading at the Mass. However, my brother, who was raised in the Catholic faith, now belongs to a non-denominational Christian church.

As he is no longer a practicing Catholic - can he read at the Mass?
