i was just curious, how does one start their own apostolate? is their some sort of requirement to do so? if so, what is it? how does one go about starting their own apostolate assuming they are allowed to do so? is it governed by the local bishop? or anything else?

Depends on what your mission will be.

Is it just a prayer meeting in a home? No permission needed there.

Is it in your parish? You’ll need your pastor’s permission.

Is it a diocesan wide apostolate? You’ll beed the Bishop’s permission.

Either way, your pastor should be consulted before you start.
