Because of so much scrupulosity and anxiety over a promise I regret making, my mom said that she had the maternal authority to absolve me from it. Can she?

Vows should never be made without preparation- including being sure it is one you can keep (example: don’t make a vow to go to confession every day for the rest of your life- that likely won’t happen- instead, you could make a vow to go to confession every day whenever you could easily go, for a certain time period). I do not know your age, but if you made a vow without understanding clearly what you were doing- especially if you are still under your mom’s authority- I doubt your vow is binding on you. If it would make you feel better, I suggest you discuss this with a priest

Children must be obedient to their parents in all things that are not harmful to the childs person or soul. In general yes your mom has this right but without knowing specifics I can’t say for sure.

Based on this and your prior posts on this subject, both your priest and your parents do have such authority, and both have done so, with an indication now that your mother has done so even more specifically than your priest did.
