Can someone other than the parents baptize a baby?

Can someone other than the parents baptize a baby outside of the Church in a non-emergency situation?

If someone other than the parents thinks the baby should be baptized (the parents disagree) and they do it outside the Church while the parents aren’t around, would this baptism be valid?
