Can the priest not distribute Holy Communion?

I just attended a wedding mass where all of the wedding party were extraordinary ministers of Holy Communion and the priest did not distribute. He sat down instead (he was not ill). I had never seen this before. Is this in the rubrics for nuptial masses?
