Can we cast out demons out of People?

Can we cast out demons or that Can do only exorcist.
In the Bible Jesus Said:
15 He said to them, “Go into all the world and preach the gospel to all creation. 16 Whoever believes and is baptized will be saved, but whoever does not believe will be condemned. 17 And these signs will accompany those who believe: In my name they will drive out demons; they will speak in new tongues; 18 they will pick up snakes with their hands; and when they drink deadly poison, it will not hurt them at all; they will place their hands on sick people, and they will get well.”
Mark 16 15-18

What do you think can we, normal catholics cast demons out By the name of Jesus?
 
We the laity have no authority to cast out demons. Every Bishop is an exorcist and has authority to cast out demons. He gives authority to priests he appoints exorcists . They are the only ones who can do this.

We can ask Jesus to bind demons to the foot of the cross. And usually only with those we have any authority over, like children and within a marriage.

Exorcists talk about this.

Remember the bind and loosen passage?

Mark 9:29 tells us that any disciple (true believer and follower of Christ) has the power, through prayer and fasting
 
Prayer, as taught to us by the Lord, and faith, is all we need to cast out demons, or to move mountains.

Matthew 21:21-22

And Jesus answered them, “Truly, I say to you, if you have faith and never doubt, you will not only do what has been done to the fig tree, but even if you say to this mountain, ‘Be taken up and cast into the sea,’ it will be done. And whatever you ask in prayer, you will receive, if you have faith.”

In the Catholic Church, this is generally the work of exorcists. It’s not so much that a Catholic of strong faith couldn’t do it as it is that it is exceeding spiritually dangerous. The person doing the exorcising might face demonic attack or worse. Our exorcists are trained in this ancient practice and take on this risk so that we don’t have to. Having said that, in an exorcism there are usually other people in the room besides the exorcist some of whom may well be laity.

Mark 9:29 and the other verses preceding it refer to Jesus and his disciples(the 12) who went into the house after it was cast out and they asked him in secret “why could we not cast him out?” And then he told them this one takes prayer and fasting. But it doesn’t say prayer and fasting that helped the possessed or average man to cast out the unclean spirit. The context of the passage is that the disciples(the 12) had tried casting him out and could not succeed with just prayer(exorcism). The power was given to the first Bishops. You can find a lot of commentary by exorcists saying what @GiftofMercy said. The bishop is the ordinary exorcist, who then delegates the power to a priest who is primarily an exorcist for his diocese. As laity we can pray binding prayers for people we have authority over(husbands over wives and children. Wives over Children) but we don’t have the authority to perform exorcisms as the church does. There may be a prayer team of laity during a formal exorcism, but the exorcism itself is performed by the priest, the laity just pray.

I know he is not the most liked on this forum, but Fr. Ripperger is a well known exorcist whose job is primarily as an exorcist. He has MANY videos and talks about exorcisms and how the bishop alone has authority, which is then delegated to a priest.
 
Also in Matthew 21 he is again only speaking to his disciples(the 12). The same does apply to us as far as faith goes and prayer, but it can not necessarily be used to say that by this passage we have permission to try to cast out demons. Asking for something and having faith it will be answered to us is not the same as having the authority to command demons.
 
I know we can certainly bind them, casting them out is another matter and is generally done by bishops and exorcists. But if God gives you the power and tells you to do it, then you clearly can do so. There is no reason why He can not, just do not presume He has, as He usually doesn’t. Mark 9:38-41 is the key passage here.
 
The main point Christ was making, if I understand it, is that the Church has the authority to cast out demons, not necessarily that all who follow Him are able to perform exorcisms of full possession.
 
No. Only a Bishop or a priest who has been given authority by his Bishop.
 
Just to be clear, my knowledge of this field isn’t very strong.
There are really two different types of excorcisms. A Solemn Exorcism, which involves casting out demons, can only be celebrated by a Bishop. The only exception would be a priest who has been given the faculties to do so by his Bishop. Similar to an exorcism, there are binding prayers and prayers of deliverance. Some, but not all of these prayers can be prayed by Baptized lay people. One must be very cautious when getting involved in deliverence and especially binding prayers. My Priest specifically instructed me to not pray binding prayers. He told me to pray the Our Father, Hail Mary, and to make the Sign of the Cross instead. Those prayers, when prayed faithfully, are always a safe choice.

Jesus didn’t say “any disciple”. He said, “This kind can only be driven out by prayer and fasting”.

Ok…but would a nonbeliever (hence someone who is not a disciple) pray and fast in an attempt to drive out a demon? I’m thinking not.
