Can we pray to Old Testament figures?

Anglican here. What is the proper Catholic position on praying to Old Testament figures? My parish isn’t particularly big on praying to the saints, so I’m seeking advice here.

Personally, I find Samuel, David, Elijah, and others to be very inspiring men of God in the scriptures. Why are devotions to them so rare? Is it a problem of us not knowing whether they are in heaven?
