Can you ever confess to a layperson?

I read somewhere (not sure if it’s a reliable source) that if there is no priest available and you’re in danger of death or you’re actually dying, you can make a confession to a layperson. Is this true?
 
Assuming that you are referring to sacramental confession, no, it is not true. Only a priest can hear a sacramental confession and offer absolution.
