“This is the way things are, even though, because of the hardness of our heart, we have grown accustomed to divorce. The Church knows she is going against the tide when she proclaims the indissolubility of the marriage bond, and we should not be surprised that this teaching is not followed by all,” the cardinal said.
I think it is expected that the cardinal would say as much. After all, how many Christian leaders praise divorce? But what can the Church do to turn this ill-tide? A campaign to reassert the indissolubility of marriage via homilies at mass? Allowing less annulments? Does anyone have ideas?

The Church has zero authority over civil marriage. zero.

If the government wants to grant 24 hour divorces that terminate the civil aspect of marriage, that is a civil matter.

Here in the US, a couple can get married while skydiving.

My younger brother was supposed to be married last month, but the wedding plans were pushed back because of the chance he might be re-deployed to Iraq.

Instead, he was transfered, and the numbskull almost failed to file for off-base housing in time. The base where he is going usually gives preferece to married couples for off base housing, so genius decided to try and wait it out.

Instead, he came back home on leave and him and his fiancee, with me as a witness, signed a Florida marriage certificate at the notary in Wachovia Bank, and presto, they were married and could file for off-base housing around 24 hours before the deadline. Not exactly how the Church expects a couple to marry, especially to use the Law to circumvent restrictions.

The Church only has authority to speak for marriage in the religious sense. They are totally free to deny a divorced preson the Sacrament of marriage, but the People decide what civil Rules and Procedures govern their State.
