Catholic marrying a Lutheran

A Catholic cousin is to marry a Lutheran women in her church. He does not intend to raise any future kids as Catholics. He asked his Pastor to do a homily or something at their wedding. The Pastor said NO, and he also said that my cousin can’t take the Eucharist any more. Isn’t there some permission form that he can have signed to be able to get married out of the church, and still receive the churches blessing? And what part does the priest have to play in that type of wedding?

For this to be a valid marriage your cousin will need a dispensation to marry a non-Catholic. His intent to raise future children outside the church presents a problem because he will be required, as a condition of the dispensation, to make a sincere promise to do all in his power so that all offspring are baptized and brought up in the Catholic Church. Additionally, he will need permission to marry outside the Church in which case the priest has no role in the ceremony.
