Absolute monarchies are no bueno. It can lead to abuse of power, corruption, and incompetency. See King Louis XIV, XVI and Tsar Nicholas II(I know he’s not Catholic but it’s an example).

Obviously a city-state the size of a golf course governed by modern civic and religious principles isn’t a valid comparison. But the papacy certainly wasn’t immune from governmental abuse: forcing the Jews of Rome to live behind walls,in one small area of the city starting in the mid-1500’s and until the late 1800’s. The fact that there was a Papal Executioner until 1865.

There being a Papal Executioner doesn’t actually mean anything bad anout the Papal States.

Vatican City is an exceptional case in that the citizens are largely clergy and the people who work their either are there to support the clergy, the curia or take care of tourism which helps fund the state.

Just responding to the claim that absolute monarchies are bad. Vatican City is an absolute monarchy, and size doesn’t preclude it from being bad. Of course, prior to Italian Reunification, the Papal States were much larger, but the principle remained.

But the fact that there was a papal executioner is not evidence that the Papal States were bad (or Vatican City for that matter, since the death penalty was on the Vatican City books until 1969). If anything, it affirms the Church’s historic teaching that the death penalty can be legitimately and morally applied. But that’s beside the point.

The truth is, absolute monarchies do not mean automatically bad any more than democracy can mean automatically good. There have been cases of saintly absolute monarchs, and cases of democratically elected leaders becoming despotic tyrants. The problem is with sinful humanity itself.
