Church of Assumption of Mary in Slovenia

In the middle of the beautiful Lake Bled, Slovenia, there stands a church known as the Church of the Assumption of Mary, of which it is said that if you ring the Church bell three times then your wish will come true.
  1. First, is this church Catholic? Is it still active?
  2. Here http://www.bbc.com/travel/story/20170103-the-island-paradise-with-a-magic-bell it is said that the above statement about the bell —which sounds to me more like a superstition— was a decree made by Pope Clement VII. Is that true? As a Catholic, should we believe this?
