Church teaching on Confession

I just wanted to check, it is Church teaching that if someone can’t make it to Confession (as opposed to not wanting to), or is not Catholic, they can still be forgiven with perfect contrition etc? Am I right that God can work outside the Sacraments, though Confession is the ordinary way?

Yes. God binds us to the sacraments, but He, Himself is not bound to them.
