Wine is required matter for a valid consecration.

Wine is only required for valid consecration of itself. The absence of wine does not affect the validity of consecration of the bread.

If anyone only received from the chalice they would not receive communion.

This is correct for the example given. Nonetheless, there would still be a Holy Sacrifice of the Mass assuming bread was consecrated.
