As a matter of recurring practice can one receive only the precious blood of Jesus? Does one have this choice without negative consequence or does one have to have a very good reason for only choosing to receive communion by way of the cup of precious blood such as allergic reaction to wheat??
 
From what I know, it’s ultimately up to your decision and discretion. There is no rule concerning that we only take bread or wine if both are offered. If you do not have a gluten issue, there is still nothing holding a person back from only receiving the wine.

However, I assume it would still be advised to take the bread instead as it’s a much bigger hazard and mess should the wine of communion be spilled etc.

I know a lot of people don’t take the Blood of Christ during communion, but because they approach the priest first, they take the Body of Christ. Perhaps if you tell your priest beforehand, he’ll understand not to offer the Host to you, and give a blessing before you take the Blood of Christ instead? If you have a word with him, he’ll be able to ensure the EMs know also, and help remove any awkwardness from the receiving?
 
My pastor instructed the parishioners who have intolerance to gluten to place a gluten-free host in a small ciborium (a bit bigger than a pyx) at the entrance before mass, which will be consecrated during the mass. Everyone knows that these people are to receive first in the communion line. I am unaware how many parishes adopted this practice, but you may want to check with parishes in your area if you have a need for this. It works very well here, and the pastor gave instruction both from the pulpit and via the bulletin several weeks before it was begun.

Since our pastor gives communion first to the handicapped, and then to the communicants at large, this is handled by an EMHC. I’ve only seen about three who have this need. After they receive, the EMHC places the empty ciborium on the altar, and continues distribution as normal.

Although in my experience, this is less common than receiving the Precious Body only (allergies excepted), since Our Divine Lord is fully & substantially present under both Sacred Species so I don’t see why one could not Receive solely the Precious Blood. As others have said, as fare as I’m aware there’s no rule against it.
