I was baptised catholic but my parents neglected to continue my sacraments. My question is can I take communion. Older Catholic have said no, but when I’m in mass sometimes I see others take communion that are only baptised.
 
You should go to RCIA and receive proper instruction on the Church and the Sacraments. Make an appointment to talk to the priest.
 
If you are baptized Catholic you do not need RCIA, that is for the unbaptized, or those entering the Church from other Christian denominations. What you do need is preparation in a class for adults for Confirmation, which completes your baptism, and First Communion. Preparation for first confession will be part of this class.

Speak to your pastor immediately. If you can convince him that you understand what the Eucharist is and you have the desire to receive Christ in the Eucharist, and you know how to make a good confession of all the sins of your past life (which must precede first Communion) he can bring you to the sacraments as soon as possible, and you can continue to prepare for Confirmation. If he feels, in his wisdom and best judgment, that some further preparation is necessary he will put you in a class for that purpose. do not wait, this is the time to begin.
If you have marriage issues - civil marriage, remarriage after divorce etc. they must be dealt with first, but you also need to see your pastor on that, so make and appointment first thing Monday morning. go for it. Christ is calling you, claim your baptismal promises. If you have been attending Mass and practising the faith all your life your preparation will be less than someone with no knowledge of the faith. But the longer you wait, the longer it takes.

You should speak with your Pastor. There is a process known as RCIA it is intended for unbaptized or Baptized but uncatechized adults who wish to receive or complete the Sacraments of initiation in the Catholic Church. Until you do this you should not approach Holy Communion.
 
I know someone in your situation and she is in RICIA and does not recieve communion even though she was baptized.
 
In my opinion RCIA (the Rite of Catholic Inititiaion for Adults) is neither a rite, nor Catholic, nor an initiation, nor for adults. I suppose one in your position has to go through it, but don’t expect much more than Mickey Mouse. What the sisters put me through as a six-to-nine-year-old boy in the pre-Vatican II days was far superior.
