Can’t really recommend a filter, but can recommend an Internet Service Provider (if available in your area). I get my internet through SBC (AT&T) and it comes with Yahoo. It allows you to set up a filter for anyone that might use the computer. It makes the child send an email of the site they want to visit to you, and it allows you to approve or disapprove. I have also heard that Net Nanny is very good, though I have not used it myself.
