As the byzantine rite includes the ukranians, ruthenians, hugarians(?),etc(?), can a priest ordained in one of these churces celebrate divine liturgy in the other byzantne churches?

He must have faculties from the appropriate bishop. For example, the Ukrainian priest in our town does not have faculties from the Ruthenian bishop, so he cannot celebrate the Divine Liturgy in our parish.

I just realized that the title of the thread is “Concelebration”. No faculties are needed for Concelebration. Any priest may concelebrate in any rite.
