Confession before Dispensation

Hello, all! Just a quick question about dispensations. I would like to know your thoughts.

A pastor can dispense someone from his private vow. If someone however has violated his private vow beforehand, is it necessary to be forgiven of the violation first? I’m wondering whether a person must be absolved of the violation before his dispensation can be valid. Or is it possible to receive dispensation before confessing?

(Finally, I understand that the obvious thing would be to confess right then and there. There are, however, a number of reasons why someone might not. For instance, someone could be acquiring the dispensation via e-mail or telephone. In both these cases, a sacramental confession would not be possible.)
