The first Jewish converts and the first Gentile converts, the Apostles at Pentecost (Acts 2:4) and Cornelius’ household at Caesarea (Acts 10:44) received a special outpouring of the Holy Spirit directly from God but that is not the case for other Christians. Believers in Samaria (Acts 8:17), Paul in Damascus (Acts 9:17), believers in Ephesus (Acts 19:6) and Timothy (2 Tim 1:6-7) all received a special outpouring of the Holy Spirit through the laying on of hands of apostles or elders.
