Confusion in mass Redemptionis Sacramentum

Was just reading Redemptionis Sacramentum and was a little confused about what kind of abuse they’re talking about here. Anyone know?
[83.] It is certainly best that all who are participating in the celebration of Holy Mass with the necessary dispositions should receive Communion. Nevertheless, it sometimes happens that Christ’s faithful approach the altar as a group indiscriminately. It pertains to the Pastors prudently and firmly to correct such an abuse.

Don’t know…huh…maybe it is referring to the Rainbow Sash Coalition and other groups like them, such as pro-abortion politicians.

I assume it means “Christ’s faithful” to be Christians in general. In other words, Catholics as well as non-Catholics.

Some non-Catholics may assume that Holy Communion is the same among all Christian denominations, and therefore may have no reason, in their minds, to remain in their seat while those properly disposed go up to receive the Blessed Sacrament.

As a stand-alone statement, paragraph 83 is confusing. But taken in the context of the surrounding paragraphs (82-85), it seems to make sense, although it is a bit redundant nevertheless.
 
A follow-up:

The translation of the Italian text of RS paragraph 83 is:
…At times, however, happens that the faithful come near to the sacred catering in Mass and without the necessary discernment…
Discernment, while technically meaning the same thing as discrimination, carries a much different connotation. Don’t you agree? This might be the case of yet another less-than-accurate translation.

I believe it means that each individual must consider if he is properly disposed to receive Communion at each Mass. For example, under normal circumstances, one must be a Catholic not conscious of unconfessed mortal sins and must have observed the 1 hour fast. Don’t feel you have to receive because your fellow parishioners are or for appearance’s sake. Give it some “discernment”…
