I wonder if they, in accordance with the Pope’s expressed desire for greater synodality and less centralization, are considering a more active role for the local bishops in electing their members. Certainly, the modern practice of the pope personally appointing the vast majority of Catholic bishops around the world (though not all - Eastern Catholic Churches of patriarchal and major archepiscopal rank elect their own bishops in synod) is the farthest thing from traditional…a novelty that has only existed for the past 150 years or so.
