At a Easter Vigil Mass, in a diocese where making traditions is very common, the priest handed out crism like lotion and it seemed kinda weird. I never had seen it before handed out like that. Is this all right or sould something of been said?
 
would need a more complete description of what you witnessed to make a comment. Chrism is an anointing or lotion in a sense, but it is used for specific purposes, which at the Easter Vigil should be the anointing of the newly baptized and those being confirmed. If it was used for other purposes that would be an abuse. Was it possible some other oil was used as a symbol? If so, it is not in the rite, justly so because it causes the confusion you describe, and is still an abuse, but less grave than misusing the blessed oils.
