Curious about The Year of the Eucharist

Could anyone tell me how the Holy Father chose what the year would be dedicated to or when he did this? Is it just whatever the Holy Spirit inspired in him? And does the Pope have to make each year dedicated to something, because I vaguely remember one year being dedicated to the Holy Spirit.

I know that the Holy Father declared 2005 as The Year of the Eucharist. I was very excited when I heard this and it meant a great deal to me, because I’m a committed adorer in my church’s Perpetual Adoration Chapel.

I thought this was very special: Saturday at my hour, I got word that John Paul had just died from the adorer who comes in for the hour after mine. I felt very blessed to have been in front of the Blessed Sacrament when he died and then it just occurred to me that this is also The Year of the Eucharist!!

Come on, I know some of you could help answer my questions…please…or at least direct me to where I might find out about this.
