Did Nimrod build the tower of Babel?

Where does the Church stand on who built the Tower of Babel? The writings of Josephus, along with early Christian writings and Jewish tradition suggest that Nimrod built the tower to survive a second flood; God chose to divide people by language rather than kill them, keeping his promise to never flood the Earth again.
