Did Vatican II relax the rules on wearing the Religious Habit?

Is it true that Vatican II relaxed the rules and allowed religious to shed their traditional habits? Why would the Church do this?
 
Hi,

The Vatican suggested that habits be practical. But it did not rule that they should be worn less or abandoned. This, many religious have done on their own.

Some of us, on the other hand, wear the habit more than ever.
