It is often asserted by Catholics that the Eastern Orthodox church allows divorce and re-marriage.

I was doing some research of what the EOC believed and they believe in certain conditions that would allow for a ecclesiastical divorce

I was looking at the requirements needed for this, and it just looks like the requirements needed for a Catholic annulment.

Can anybody tell me the difference? Are they even different?

The Catholic Church will examine the details to determine if the consent was valid at the wedding. If it was not, they declare the marriage null. “Annulment” is an inacurate term.

As I understand it, the EOC divorce is finding the reasons that a marriage broke down were valid and it was not just a “because we fell out of love” divorce.
