Is it possible to ask a priest from a different diocese to come to my parish and say a regular EF Mass?

That is my only question. I am not interested in any arguments about EF vs OF or anything else.

I live on the diocesan border and there is a priest I know who I think would be happy to come to my parish and say a regular EF Mass, but his community is just over the other side of the border. Is it just his decision? Do either - or both - of the bishops have to get involved? He lives in a community so presumably his superior has a say but he’s alright I know him.
 
Before getting up to the diocesan level, you would have to make sure that the pastor is okay with that. He’s the boss in his parish and he’s the one who decides which other priests he will invite to come and say Mass in his church. Have you spoken to him about your idea? What was his reaction?
 
Yes I’ve talked to him and he said that he would be fine with it if I could find a priest who was willing and able.
 
In that case, I think that’s all the approval you need.
 
Wouldn’t the bishop of the diocese in which this Mass would be held not need to be consulted as well?
 
In that case, it looks as though the pastor is confident there will be no difficulty. Apparently he didn’t think it was worth mentioning when @MockSock asked him.

Would you have enough people (a stable group) that would attend this mass, or are you the only one who is interested?
 
Isn’t there a “Letter of Suitability” process where the home diocese has to provide the diocese to be visited with an affirmation of the priesr’s status as being in good standing? I thought this grew out of child protection measures, and that a priest couldn’t just choose to minister in another diocese without some type of official action.
 
Yes can can.

He needs your priest’s permission and he needs to provide his letter of suitability to your diocese.
 
There are several people in the parish who would almost certainly be interested and there would likely be more in the surrounding area. I don’t think a stable group has to be very big. I haven’t asked around as I wanted to find out if it was possible to have the priest I refer to say Mass in the parish beforehand.

Your Chancery office has a “visiting clergy” form that you would need to complete.
 
He would need the permission of the priest who is in charge of your parish - parochus (in Latin) in Canon Law.

Your diocese will almost certainly want to approve this because he has not been already approved to carry out his priestly functions there.

From what you said it seems that he is from a religious order or congregation. He will also require permission from his superior.
