Was he talking about a plenary indulgence?
No, the Promise of Jesus to St. Faustina and all those who keep the Divine Mercy Feast either in their hearts or at a public Mass celebrating this newest feast day of the Church is different from a Plenary Indulgence although a Plenary Indulgence was added later after the Divine Mercy became more known.

To receive the Promise one needs to:
  1. Celebrate the Feast Day (either in a Church that is keeping it, or in one’s heart if none is available)
  2. Sincerely repent of ones sins.
  3. Place your complete trust in Jesus.
  4. Go to Confession, preferably before the Feast day.
  5. Receive Holy Communion that day.
  6. Venerate an image of the Divine Mercy.
  7. Be merciful to others through our actions, words or prayers for them.
The Plenary Indulgence is obtained when you do that which is done for all Plenary Indulgences, Prayers for the Holy Father, Confession, Communion and in the case of the Divine Mercy, recite the Chaplet at the Three o’clock hour while gazing upon an image of the Divine Mercy.

Now the way I work it, is to try and obtain the Promise for myself and then on the same day pray the Divine Mercy at 3 P.M. to gain the Indulgence for a soul other than myself. That would be the BOTH/AND option. But that is just me.

I went to confession on Palm Sunday (well Saturday night before the vigil Mass), does this count or was it too far away?

I said the Divine Mercy Novena(my First Novena}
for a plenary indulgence today!

Eternal God in whom mercy is endless,
and the treasury of compassion inexhaustible,
look kindly upon us, and increase your mercy in us,
that in the difficult moments in life,
we will not despair, nor be despondent,
but with great confidence, submit to your holy will
which is love and mercy itself!
Amen.
