If someone went to confession before Easter Sunday do they have to go again before Divine Mercy Sunday in order to gain the indulgence and graces?

Assuming they have not committed a mortal sin of course…

No, they don’t, assuming the prior confession was “good”, and assuming they are free of current attachment to sin.

If they have committed venial sins, it would be prudent to go again to confession, but not required.

Graces are always available as long as the soul is not in that state of Mortal Sin. The typical conditions of obtaining a Plenary Indulgence is Communion and Confession within the octave. In this case, it would depend on how long before Easter you went to Confession.
 
The requirement for confession to obtain a plenary indulgence is to go to confession 20 days before or 20 days after the indulgenced work is performed. That tells me you are in good standing and do not need to go again within the octave. There is no such requirement stated in the grant of the indulgence for Divine Mercy Sunday, other than to fulfill the “usual conditions.”.
 
For any Plenary Indulgence, and for the seperate Indulgences offered by Jesus for Divine Mercy Sunday…

Communion must be taken in a State Of Grace.

My bad … yes the current requirement is about 20 days. I was quoting the older requirement of “within the octave”.
